From April 1, 2026, Company Registration in Kazakhstan Requires Personal Presence of the Founder

Starting April 1, 2026, amendments to the rules for state registration of commercial legal entities come into force in Kazakhstan. In cases provided for by the internal control rules of the registering authority, registration will now be carried out only with the personal presence of the founder.

What Has Changed

According to Order No. 687 of the Acting Minister of Justice of the Republic of Kazakhstan dated November 21, 2025, the following additions have been made to the rules for providing the public service "State Registration of Legal Entities, Registration of Their Branches and Representative Offices":

  1. Personal presence of the founder — in certain cases related to financial monitoring requirements, the registering authority may require the founder to appear in person. A notification of the need for personal presence will be sent to the service recipient's personal account on the e-government portal.
  2. Address confirmation — when submitting an electronic application for registration of a legal entity (a private entrepreneurship entity), the location must be confirmed by the consent of the property owner. Verification of the address's accuracy will be carried out automatically through the integration of information systems.
