On March 7, 2026, Uzbekistan introduced amendments to the regulations governing the issuance of recommendations for foreign investors and IT specialists. The updated rules significantly expand the list of eligible applicants and establish clear financial criteria, making the process more transparent.

Who Can Now Obtain an IT Visa

The list of eligible categories has been substantially expanded and now includes:

  • foreign investors and highly qualified IT specialists;
  • founders of resident companies of IT Park, as well as heads of their executive bodies and their deputies;
  • founders and specialists of startup projects participating in the Digital Startup Program;
  • foreign professors and university lecturers holding academic degrees of Candidate of Sciences, Doctor of Philosophy (PhD), or Doctor of Sciences (DsC) in the field of information technology.

Financial Requirements

Specific financial thresholds have been established for investors and founders:

  • Foreign investor must provide financing of at least USD 30,000 to a legal entity — a resident of Uzbekistan operating in the IT sector. Alternatively, they may hold a share in the charter capital of such an entity amounting to at least USD 30,000.
  • Founder of an IT Park resident — an individual who is a participant in a company with IT Park resident status, holding a share in its charter capital of at least USD 30,000.
