Effective January 1, 2026, enterprises in Uzbekistan with over 50% state ownership will commence implementing a large-scale efficiency program initiated by President Shavkat Mirziyoyev's Decree. According to the decree, the list of functions recommended for transfer to specialized contractors includes:

  • Administrative and Facilities Management Services: cleaning, security, vehicle maintenance, catering.
  • Technical and IT Support.
  • Professional Services: accounting, legal support, marketing.
  • Customer Service: call center operations.

This measure is aimed at reducing non-production costs and freeing up managerial resources to address strategic tasks.

Other Key Optimization Measures

In addition to outsourcing, the reform plan includes a set of systemic measures:

  1. Reduction of managerial staff in enterprises by up to 10%.
  2. Regular audit and complete revision of expenditures to eliminate inefficient budget items.
  3. Implementation of "Lean Manufacturing" principles and standardization systems to improve processes.
  4. Establishment of a Republican Commission to provide enterprises with methodological support in developing cost-optimization programs and to improve financial discipline.

The implementation of these measures is mandatory and will be coordinated at the state level.
