At the end of 2025, a document came into force that changes the approach to ensuring workplace safety for all companies in Uzbekistan. The Regulation "On the Procedure for Organizing Occupational Safety and Health Work in Organizations, as well as the Activities of the Occupational Safety and Health Service," approved by Government Resolution No. 819, establishes clear and mandatory standards.
From now on, every employer is obliged not merely to comply with individual rules but to create a comprehensive Occupational Safety and Health Management System (OSHMS) within their organization. Furthermore, the company's structure must officially establish an Occupational Safety and Health Service and a Road Traffic Safety Service (for organizations using vehicles). These requirements legally cement business responsibility for employee safety.

Key Provisions of the New Regulation
The Regulation's requirements are systemic in nature and affect key organizational processes:
- Development and Implementation of an OSHMS. This is comprehensive work that includes formulating a safety policy, assessing occupational risks at all workplaces, developing instructions and regulations, and creating mechanisms for continuous monitoring and improvement.
- Formation of Specialized Services. The company must identify responsible parties and ensure the functioning of the Occupational Safety and Health Service, whose tasks include daily control, personnel training, and incident investigation. For organizations with a vehicle fleet, the creation of a service responsible for road traffic safety, pre-trip driver checks, and accident record-keeping becomes mandatory.
- Documentation. All processes—from the occupational safety and health policy to training logs—must be properly documented in accordance with established standards.
