As of July 12, 2026, the Ministry of Trade and Integration's order came into force, approving updated lists of goods and digital services of Kazakhstani origin. Producers and IT companies can now receive partial reimbursement of their expenses for promoting their products abroad.
The government has expanded export support measures, including both manufacturing enterprises and IT companies in the program. This is a significant step for Kazakhstani businesses planning to enter international markets.

Which Goods and Services Are Included in the List

The list of manufacturing products forms the core of the document, featuring 4,950 items categorized by technological processing levels — from low to high.

Food Industry. Support will be available for producers of dry and condensed milk, butter, cheeses, sugar, yogurts, starch, potato flakes, vegetable oils (sunflower, soybean, rapeseed, and linseed), canned meat, sausages, pasta, natural honey, chocolate, juices, and soft drinks.

Light Industry. The list includes manufacturers of clothing, genuine leather bags and belts, fur products, wool yarn, fabrics, and other textile goods.

IT Companies Supported for the First Time

One of the key innovations is the recognition of digital services as a separate category. Companies can now receive reimbursement for international promotion costs in the following areas:

  • publishing computer games and software;
  • software development;
  • information systems design;
  • cloud technologies, hosting, and application hosting;
  • web portal creation and administration.

The government aims to help Kazakhstani developers establish themselves in foreign markets, where a significant portion of costs goes to marketing and promotion.

What Expenses Are Reimbursed

The government is ready to partially cover costs for:

  • advertising and marketing — promoting goods and services in foreign markets;
  • logistics — product transportation;
  • international certification — ensuring product compliance with foreign market requirements.
