Manufacturers from Kazakhstan have been given easier access to public procurement in the EAEU countries.

From July 1 2025, Kazakh manufacturers of medical and chemical goods have obtained the right to take part in public procurements of all Eurasian Economic Union (EAEU) countries on equal terms with local suppliers. This was made possible by the decision of the EEC Council to expand the list of goods recognized as EAEU products.

Key changes:

  • Six new product items (medical and chemical products) have been added to Annex No. 11 of the Rules for Determining the Country of Origin of Goods.
  • Now, to participate in tenders, it is enough to provide an ST-1 certificate of origin confirming compliance with the EAEU criteria.
  • Earlier, Russia had already taken similar measures, allowing access to its public procurement for goods produced in the Union's countries.

What does this give to the business?

National regime: Kazakh companies will be able to compete in public procurements of Russia, Belarus, Armenia and Kyrgyzstan on the same terms as local suppliers.

Expansion of sales markets: access to multi‑billion purchases in the fields of medicine and chemical products is opening.
