New Online Service for Closing Sole Proprietorships and LLCs in Kazakhstan: What Has Changed for Business

Legal Digest

Kazakhstan's Ministry of Finance has launched new services on the Unified Entrepreneur's Personal Account (UEPA) portal for terminating business activities: now, applications for closing a sole proprietorship or liquidating an LLC can be submitted entirely online, without a personal visit to government agencies.

Previously, the process required in-person visits to the relevant authorities and preparing a package of documents. Now, the entire process—from submitting the application to receiving the result—is available electronically through a single UEPA account.

What Has Changed for Entrepreneurs

The new service significantly simplifies the business closure procedure:

  • For sole proprietors, it is now possible to submit an application for termination of activity in just a few steps. The entire process from submission to obtaining the final result runs automatically, without visiting tax authorities.
  • For LLCs, there is a simplified liquidation procedure with the ability to track the status directly in the personal account. This service is partially automated.

Benefits of the New Service

The launch of the online service offers entrepreneurs several significant advantages:

  1. Time savings. Submitting an application takes just a few minutes—no travel or queues.
  2. Process transparency. You can track the application status in your personal account.
  3. Simple procedure. A clear and structured application process.
  4. No bureaucratic barriers. No need to visit multiple government agencies or switch between information systems.
  5. Single account. All services are available through one entrepreneur's personal account.

How to Use the Service

The application process is straightforward and includes several steps:

  1. Log in to the UEPA using an electronic digital signature (EDS) and SMS code.
  2. If necessary, select the role of sole proprietor or legal entity in the "Profile" section.
  3. Navigate to the service for submitting an application for termination or liquidation.
  4. Fill in the required information.
  5. Sign the application with your EDS.
  6. Track the review status in your personal account.

Who Can Use the Service

In the initial phase, the service is available to:

  • sole proprietors;
  • resident legal entities and their branches.

Later, the service will become available to:

  • individuals engaged in private practice;
  • participants in joint sole proprietorships;
  • legal entities undergoing reorganization through merger.
The launch of the service does not change the existing procedure for terminating a sole proprietorship or liquidating an LLC. All processes continue to be governed by tax legislation. The new service only simplifies the document submission process and interaction with government agencies.

What This Means for Business

The new online service greatly simplifies the business closure procedure, but still requires entrepreneurs to be attentive and comply with legal requirements. Even in an online format, it is important to correctly complete all documents to avoid delays and rejections.
