In accordance with Presidential Decree No. UP-214 of the Republic of Uzbekistan "On Additional Measures for the Radical Simplification of Business Conduct and Liberalization of Entrepreneurial Activity Conditions" dated November 14, 2025, a comprehensive state registration system for business entities based on the "Start a Business in 15 Minutes" principle will be introduced in the country effective January 1, 2026. The Essence of the New Registration Procedure
The system provides for the simultaneous provision of seven government and ancillary services during the state registration of a legal entity or a sole proprietor (individual entrepreneur). Business owners gain integrated access to key services, eliminating the need for separate applications to various agencies and organizations.

A business entity has the right to voluntarily select the services it requires. Payment for all selected services is made using a single payment document (QR code) for maximum convenience.

- Submission of an application for opening and activating bank accounts in authorized banks.
- Filing an application to obtain a license, permit, or notification for activities subject to licensing or notification-based registration.
- Formalization of a real estate lease agreement in electronic form through information systems.
- Obtaining a certificate of Value Added Tax (VAT) payer status (for taxpayers to whom the certificate is issued automatically without specifying the tax risk level).
- Acquisition of online cash registers and their registration with tax authorities via a unified electronic service.
- Appointment of a legal entity's head and their registration in the interdepartmental hardware-software complex "Unified National Labor System."

Additional Legal Innovations
The Decree provides for a number of additional measures aimed at simplifying administrative procedures for business:
- Trade Name for Sole Proprietors: From January 1, 2026, sole proprietors are granted the right to have and use a trade name (firm name) on par with legal entities. A draft of the new edition of the Law of the Republic of Uzbekistan "On Trade Names" must be prepared by April 2026.
- Free Amendment of Registration Data: Upon changes to the primary data of a business entity (full name, address, trade name, etc.), the updated information in its certificate, licenses, and permits is entered free of charge automatically through interdepartmental electronic interaction. Data will be synchronized in real-time from the "ID-card" system, the Unified Electronic Civil Registry Archive, and the Automated State Registration and Business Entity Accounting System.
- Optimization of Licensing Procedures: From March 1, 2026, additional simplifications in the field of licensing will be introduced, including the elimination of dual administrative liability and the introduction of the institution of voluntary pre-license audit.
